To address the growing challenge of youth unemployment and support those outside formal education systems, the South African government introduced Community Education and Training (CET) Colleges as a part of its Post-School Education and Training (PSET) strategy.
📘 What Are CET Colleges?
Established in 2015, CET Colleges serve as third-tier institutions under the Department of Higher Education and Training (DHET). These colleges provide accessible education and training opportunities for individuals who are:
Not in Education, Employment or Training (NEET)
Looking to enhance their basic education
In need of second-chance learning opportunities
Interested in skills-based, non-formal programmes for self-employment or further training
According to Minister Blade Nzimande, a well-structured CET sector can play a key role in reducing poverty and unemployment by providing meaningful education and skills development opportunities to youth and adults alike.

CET Colleges focus on:
Foundational learning
Vocational and occupational programmes
Second-chance matric opportunities
Skills development for sustainable livelihoods
These programmes aim to empower individuals to either enter the workforce, start their own businesses, or progress into further education.
🔧 Aligning Education With Industry Needs
At the Community Education and Training Summit, held at the Cape Town International Convention Centre, Minister Nzimande emphasized aligning CET programmes with the National List of Occupations in High Demand (OIHD).
From over 1,500 registered occupations, 345 were identified as in-demand, linked to South Africa’s key growth sectors, including:
The digital economy
Energy and infrastructure development
Manufacturing and agriculture
Tourism and hospitality
Occupations like data scientists, web developers, network technicians, electrical engineers, and solar power process controllers
This strategic alignment ensures that CET students acquire practical and employable skills, contributing directly to South Africa’s Economic Reconstruction and Recovery Plan.
