Job Description

Minimum Requirements:

Qualifications:

Postgraduate qualification in Civil Engineering (Non-Negotiable)
Registration with a Professional Body as required in the built environment is mandatory e.g. ECSA – Pr.Eng/Pr.Tech, SACQSP, SACPCMP.
Experience with Candy Software or similar.

Experience & Knowledge:

At least 6 years, Post Grad, industry-specific experience in the infrastructure/ built environment + 2 Years experience in Management of Civil Junior Engineers.
Experience in infrastructure projects e.g. roads and stormwater, sewer reticulation, water reticulation, social infrastructure (housing, health, and education facilities), and bulk earthworks for municipal, provincial, or national projects.
Experience in the compilation of tender documentation.
Public sector knowledge
Extensive knowledge in the Infrastructure/ built environment field.

Strategic Alignment:

Contribute to BU strategy implementation.
Support BSC initiatives/action plans for team members.
Identify value-for-money audit opportunities.

Audit Responsibilities:

Planning:

Effectively plan and scope audits.
Appoint and engage relevant audit teams.
Allocate audit components based on team members’ skills.
Manage external specialist appointments.
Facilitate entrance engagement meetings with auditee management.
Formulate technical audit procedures.
Assist audit teams in identifying infrastructure project risks.

Execution:

Provide guidance on technical and feasibility studies.
Interpret technical project information.
Advise on tendering procedures and legal compliance.
Assess project sustainability.
Review working papers and reports.
Execute technical audit procedures.
Attend steering committee meetings.
Assess tender and contract documents.
Analyze costings for tenders.
Write impactful audit reports.
Constantly engage with managers for audit progress.
Ensure quality standards throughout the audit.

Reporting:

Analyze outcomes and communicate audit findings.
Conduct and report on-site visits.
Advise on the value of completed work.
Update ASMIS information.

Research:

Conduct expertise-based research.
Report progress on conducted research.
Review working papers and memos on infrastructure research.
Review memos on complex audit themes.

Training and Development:

Facilitate knowledge-sharing sessions & Provide technical training to staff.

Product Development and Marketing:

Assist with developing industry-specific products & marketing BU and its products.

Stakeholder Engagements:

Build and maintain strategic partnerships.
Interact with Executive Authorities.
Engage with key stakeholders.

People Management:

Manage staff performance.
Provide mentorship and support.
Address staff-related inquiries.
Support the implementation of the people plan.
Ensure team compliance with policies.

Financial Management:

Identify revenue growth opportunities.
Assist with budget formulation.
Manage team recoverability.
Follow up on debtor queries.
Ensure compliance with internal controls and Supply Chain Management.

Ad-hoc duties:

Manage additional projects and assignments.

Important Notes for Applicants:

Relocation packages are available for candidates outside of the Eastern Cape.

Traveling will be required to various sites across the Eastern- Cape and Western Cape.
